Comment #4 I have visited the National Archives in Washington and I now realize the depths of the information I am looking for. It is akin to looking for a piece of straw in a hay stack. Thus I intend to use secondary sources for most of my information on the causes of Navajo success. After talking to some of the staff at the Archives I have been informed that most decisions of congress are really made at the agency or bureau level. Hence congress mainly authorizes what the beaurocrates decide. In the case of Indian reservations it is the Bureau of Indian Affairs (BIA) that has the best information. Color me a little more informed. The working thesis is: The Navajo succeeded in increasing their respective reservation lands because of a combination of their understanding of Anglo-American culture as well as support for them within the government of the U.S.
